POLITICS: Fianna Fáil Agriculture Spokesperson Charlie McConalogue has said that he is shocked at the likely €377m underspend in GLAS payments. According to new figures received by Deputy McConalogue, only €11.5m was spent on GLAS in 2015, with the average annual payment to date of €4,600.Deputy McConalogue commented, “GLAS is a key agri-environmental scheme, which replaced REPS and AEOS, and it has been allocated a budget of €1.45bn over this RDP window to 2020. However, according to the latest data released to me from the Minister, the scheme is falling well behind target. “Fine Gael announced this scheme to much fanfare back in 2015, committing to an annual allocation of €250m, when fully subscribed. Despite this commitment, a mere €11.5m was spent in 2015 and only €142m has been earmarked for next year. Take up has been sluggish, with 38,000 out of a projected 50,000 farmers taking part.“Even in a best case scenario, if 50,000 farmers sign up to GLAS for 2017, with an average yearly payment of €4,600, there will still be an annual underspend of €20m. Furthermore, Minister Creed allocated €241.7m for agri-environmental schemes in 2017 in the recent Budget, but failed to disclose how much of this will be allocated to GLAS.“I have serious concerns that round 3 of GLAS has still not opened and interested farmers are being penalised because of an IT glitch. This is simply not good enough.“Farming families in rural Ireland are being burdened by increased financial burdens, the negative impact of a BREXIT, price volatility across sectors, stagnant prices for their produce as rural communities struggle to make ends meet. “The Minister and the Government must ensure that this underspend will not result in farmers losing out on these essential funds. This year’s message stood in sharp contrast to the missive he delivered in 2009, when the Holy See stated that mass media – including online information sources – acted as a “poison” that numbed morality and sensitivity. “‘It recounts, repeats and amplifies evil,” he said, “making us accustomed to horrendous acts, desensitizing us and, in some ways, poisoning us.” So, why the about-face?Today, the pope’s message proclaimed that “priests can rightly be expected to be present in the world of digital communications as faithful witnesses to the Gospel” through means such as “images, videos, animated features, blogs [and] websites.”In contrast to the popular conceptions of church leaders and religious figures as being out of touch, the Holy Father urged priests to express their message not as a relic or a theory but as something “concrete, present and engaging…“Consecrated men and women working in the media have a special responsibility for opening the door to new forms of encounter, maintaining the quality of human interaction, and showing concern for individuals and their genuine spiritual needs.”In essence, the Catholic Church is beginning to sound like some of the clients of digital ad agencies during and after the dot-com boom. While we wouldn’t dare condense the Pope’s message down to “we gotta get us some of that-there Internet,” we do feel that this call to online action is a bit late and a bit out of step with last year’s World Communications Day message.In 2009, Pope Benedict gave an address on new technologies that seemed like a two-sided coin where the Web was concerned.While applauding the ability of “so-called cyberspace” to foster dialog between diverse and geographically distant people, the Pope continued to say that the social web trivialized the concept of friendship and might contain words and images that “are degrading of human beings, that promote hatred and intolerance, that debase the goodness and intimacy of human sexuality or that exploit the weak and vulnerable.”None of these notes were present in this year’s message, which called for a strong pastoral presence online and positioned the social Web as a tool of the ministry rather than a dangerous frontier of questionable content from which to protect laypersons.What do you think: Should the Church be more visible online? The Central Bureau of Investigation has registered four more cases against the office-bearers of Bihar-based Srijan Mahila Vikas Sahyog Samiti, officials of the Bank of Baroda and Indian Bank and others for alleged embezzlement of government funds.The first ‘Srijan scam’ case is against Srijan president Shubhlaxmi Prasad and nine other officr-bearers of the organisation.The CBI has arraigned the then senior Bank of Baroda (Bhagalpur) branch manager, its cashier, then District Welfare Officer Arun Kumar, Srijan’s cashier, its other employees and others in the second FIR.The then and current manager of Bank of Baroda’s Bhagalpur branch, then branch manager of Indian Bank and all office-bearers of Srijan have been made accused in the third case.In the fourth case, the CBI has named the then Land Acquisition Officer of Bihar’s Banka, all office-bearers of Srijan and the then branch managers of the Indian Bank and the Bank to Baroda.The cases have been registered on a reference from the Bihar government, after the RJD targeted its former ally JD(U) and the BJP over the scam.It is alleged that Srijan, which was into imparting vocational training to women, diverted government funds to its accounts between 2004 and 2013, in connivance with bank and State government officials. The amount involved is said to be over ₹800 crore.
Prohibitory orders were imposed in 15 police station areas here on Wednesday after violence and communal tension gripped some parts of the city for the third consecutive day, affecting the law and order situation since Sunday. About 25 people, including seven policemen, were injured in the stone-pelting incidents and more than 50 vehicles were damaged.Police said 15 people had been arrested after registration of five separate cases in connection with the violence during the last three days and some more would be nabbed shortly. Cases were also registered for obstructing public servants from discharge of their duties, thrashing policemen and blocking the national highway.Several persons who spread rumours through social media have also been identified. After the violence broke out on Sunday night, police resorted to tear-gas shelling to prevent the situation from going out of control, as the groups of people fought on the roads.The 15 police station areas where prohibitory orders under Section 144 of Criminal Procedure Code have been imposed with the ban on the assembly of four or more persons are Galta Gate, Brahmapuri, Subhash Chowk, Ramganj, Manak Chowk, Bhatta Basti, Shastri Nagar, Kotwali, Sanjay Circle, Transport Nagar, Lal Kothi, Adarsh Nagar, Moti Dungri, Nahargarh and Jawahar Nagar.
The Central Bureau of Investigation has approached the office of Lok Sabha Speaker Om Birla for sanction to prosecute three sitting Trinamool Congress MPs and one former parliamentarian in the Narada sting operation case, said the agency on Thursday.A CBI official said the approval has been sought with respect to MPs Saugata Roy, Kakoli Ghosh and Prasun Banerjee, besides former MP Suvendu Adhikari. Mr. Adhikari is currently the Transport Minister in the State government.Mr. Roy, 73, is an MP from Dum Dum, while Mr. Ghosh, 59, represents the Barasat constituency. Mr. Banerjee, 64, is an MP from Howrah.The agency has been recording statements of witnesses and accused persons in the case, which was registered following a High Court directive in March 2017 to conduct a preliminary inquiry into the allegations. In all, 12 political leaders and an IPS officer were named.The case pertains to a sting operation alleging showing politicians and bureaucrats accepting money from a journalist posing as a representative of a Chennai-based company. In its FIR, the CBI has alleged that sting operation shows Mr. Roy, Mr. Ghosh and Mr. Adhikari accepting ₹5 lakh each from the person posing as representative while Mr. Banerjee could be seen receiving ₹4 lakh for helping in a business venture.On Wednesday, the CBI had examined TMC MP K.D. Singh and Mathew Samuel, editor of Narada News. The agency is preparing to file a chargesheet in the case soon. The maximum sentence for the crimes ranges from five to seven years of imprisonment.
